Like with JavaScript, Water programs run in a browser and can take advantage of HTML, CSS, and plug-ins for implementing the user interface.  But unlike JavaScript, Water programs can run stand-alone and off-line.  Also, Water programs can look like native apps without the browser's bars. Water programs instantly load and incrementally update the page through a uniform DOM, giving them the responsiveness of native apps.
